Who does business with them, selling them commo gear, gps, and whatever else? There has to be a way to cut off at least some of what they need to operate. Jam their communications, jam their gps. You have the cash for a cigarette boat, fasten a 50 cal machine gun to the bow, you have a pirate craft.
