Usually, it's the re-telling of the story of a local LEO office, wants RADAR guns for traffic control, but state laws were written to only allow the "Staties" to have them.

One enterprising LEO took a pistol style hair dryer, and an empty cardboard Quaker Oats can, fastened the two items together, painted the ensemble black and silver. Then, he parking his marked department vehicle noticeably close to the roadway, aimed the "RADAR" gun at oncoming traffic while standing alongside the car, with the wire trailing into the car.

People saw the LEO with what appeared to be a RADAR Gun, and slowed down. While no tickets were issued, the desired effect of getting the traffic to slow down WAS accomplished.

However, I like that other story better than my own.
