If a person applies for Texas state certification EMT-Basic 2 days after there National Registry card has expired, will Texas still grant them certification through the state?

First welcome to the EMT City. We highly suggest use of Google .. it is even in the city header.

Second, have you contacted Texas D.O.H. EMS division ? An official statment would be the best advise.

If you are applying for initial certification, no. If you are applying for renewal and you've done your CE, yes. I'll give you this one, the DSHS site isn't the best for navigation unless you know what to look for.
