So what did this fire department do when they got there first. Tell the patient, "we can't help you ma'am, we don't have a license to do nothing".

Previously they were only acting as good samaritins. Basic first aid.

You'd have to understand the bureaucracy of the state EMS office to know how this all came to be.

most fire departments here have been licensed EMS transport providers for a long time.
