I dunno Canadian law enough to speak, but in USA it sounds like the patient was not oriented enough to refuse treatment, as to why the RCMP said no.?? I dunno the laws, but you cant RMA a patient that isn't aware of his surroundings.

Maybe calling a supervisor to the scene to asssist in convincing the police to act.
