I'm a reporter researching information about medical staff at private non-profit hospitals calling 911 for assistance. I'm looking for help from people in the know. When are such calls appropriate? When are the calls an inappropriate use of city resources? Specifically, I'm in Portland, Oregon, and would be interested to hear from people locally about this matter.
