There is a difference between monitoring another country and doing so with citizens in our own country. In addition, a dark period in American history occurred during this time. The Japanese-American experience during WWII should be just the thing we fear today. This occurrd in part due to similar excuses (safety, preventing attacks, fear mongering and so on) that are being used today.
